How Congress 2026 makes its decisions

VOTING TIMES

  • Constitutional Amendments: Saturday 11 April
  • Resolutions: Saturday 11 April and Sunday 12 April
  • Federal Leadership Election: Sunday 12 April, 06h00 to 08h45

All leadership voting takes place in Hall 1, accessible via the escalators in the Link Area.

LEADERSHIP ELECTIONS

The DA uses OpaVote for its leadership elections. OpaVote is a secure, independent online voting system used successfully by political parties internationally. It ensures that every vote is free, fair and anonymous.

Your secret voting code will be provided to you when you register on Sunday 12 April.

Delegates will be required to go to the voting hall located in Hall 1, accessible via the escalators in the Link Area. Delegates will be required to provide positive identification at the registration desk. Delegates will receive a slip with their unique OpaVote code and link. This code gives you access to your ballot. It is unique to you and can only be used once. Do not share it with anyone.

HOW TO CAST YOUR VOTE

Delegates can vote at any of the voting devices provided for in the voting hall, or on their own device. Voting must however happen in the voting area only.

Follow these steps to cast you ballot:

1. On the designated link, enter your secret voting code.

2. Fill in your ballot on your own device or on a supplied laptop at the venue.

3. Once you have completed your ballot, select “Vote.”

4. Review the overview of your choices. If you are happy, select “Confirm.”

5. Your ballot will be cast anonymously.

TWO CANDIDATES

Where there are only two candidates, select the checkbox next to your preferred candidate and proceed to submit.

MORE THAN TWO CANDIDATES

Where there are more than two candidates, you will rank them from most preferred to least preferred.

  1. Select “Add” next to your favourite candidate to place them in the top position.
  2. Continue until all candidates have been ranked in order.
  3. To change the order, select and drag the yellow boxes up or down.

SUBMITTING YOUR BALLOT

Once you have ranked all candidates, review your ballot carefully. Select “Vote,” then review the overview of your choices. If you are satisfied, select “Confirm.” Your vote is final and will be cast anonymously.

CONSTITUTIONAL AMENDMENTS AND RESOLUTIONS

Voting on Constitutional Amendments and Resolutions takes place in the Plenary Hall by show of voting card.

When the chairperson of the session announces that voting will commence, a slide will appear on screen. The Presiding Officer will ask delegates to get their voting cards ready. When prompted, raise your card showing your preferred vote: Green = For; Red = Against.

A two-thirds majority is required to pass Constitutional Amendments. A 50% majority is required to pass Resolutions.
